GPS satellites broadcast a Standard Positioning Service (SPS) and a Precise Positioning Service (PPS). The SPS is readily available to the civilian marketplace. It provides adequate accuracy for most applications either on its own or with some augmentation. The military PPS is restricted to authorized users only. This service is more accurate and more robust than the SPS. The US Government controls access to militarized PPS GPS service. This is done primarily through encryption of the GPS navigation message.
Equipment that can process the PPS signals is generically referred to as GPS User Equipment (UE) or Host Application Equipment (HAE). UE that have a Selective Availability Anti-Spoofing Module (SAASM) simply support additional functions that help ensure reliable access to the PPS service. All new US Military UE is required to be SAASM compliant. Access to PPS UE is generally restricted to the US Department of Defense, other federal agencies and allied militaries.
The process of procuring GPS UE has changed recently. Official information describing the process is limited. The former process is described in detail in CZU-03-071 from the GPS Wing. Essentially it describes a process to ask permission from of the GPS Wing to procure GPS PPS HAE. Typically you are required to have a qualified sponsor and contract to justify your procurement. This document is publicly releasable so we can provide it here. The new procurement process, though similar, involves a different organization and information regarding it has not been publicly released. As with most GPS information it is considered For Official Use Only. ITT works closely with the GPS Wing and we are intimately familiar with the new processes required to procure GPS UE.
